Penelope Anne "Penny" Chandler, later Bale was a UK fan active at the turn of the 1950s/60s. She came to the The Globe with her mother Joan and attended the BSFA Convention, 1960. She was the elder daughter of A. Bertram Chandler (and thus sister-in-law of Ramsey Campbell) and married Alan Bale in 1960.
