Fred Tozer was a UK fan from Manchester active in the 1930s. He was a schoolfriend of Harry Turner (and so was likely also born around 1920) and they attended the Second British Convention in London together in April 1938. He was also a member of the Science Fiction Association (SFA) and attended the inaugural meeting of the Manchester branch on 22 May 1938 where he was appointed its treasurer. It's unclear whether he then decided he'd better join the SFA or whether Novae Terrae wasn't keeping up as he was only noted as a new member in August.
