Fred Tozer was a UK fan from Manchester active in the 1930s. He was a schoolfriend of Harry Turner (and so was likely also born around 1920) and they attended the Second British Convention in London together in April 1938. He was also a member of the Science Fiction Association and attended the inaugural meeting of the Manchester branch on 22 May 1938 where he was appointed its treasurer.
