This is an oddity. It's a 127-page booklet published in June 1941 in Hood River, Oregon by F. S. Knight with Damon Knight as co-author. It looks like it might be an academic thesis and is focussed on classroom applications and producing school newspapers. Nonetheless, given the authors and the topic, it is arguably a fannish publication.
