An invitation-only APA founded in November 1965 by Ed Cox and David Hulan.
In Glamdring 7, Bruce Pelz catalogued the 23 pp of ninth mailing (April 1968) and wrote:
STOBCLER is officially folded with the 9th mailing, on the grounds of apathy. Too few contributions, and those being done in a last-minute frantic rush. (Of course, the fact that the mailings never came out on time these last few quarters didn't help much, either.)
However it must have been revived (several years later?) as it lasted until the 24th mailing in 1978.
