The island Commonwealth of Puerto Rico, a territory of the United States, has hosted one NASFiC, NorthAmeriCon '17.
It doesn’t appear to ever have had a local fandom, though the infamous Richard Bergeron and the dubious Cesar Ramos lived there in the 1980s, and Pablo Miguel Alberto Vazquez III grew up there.
