A True Bill was a 4-page one-shot fanzine by Eric Bentcliffe and John Berry and possibly Walt Willis published in 1955. The British Fanzine Bibliography credits all three and Willis certainly contributed 'A Plea For Clemency' but in Retribution #1 (January 1956) Berry referred to A True Bill as 'sent out by Eric Bentcliffe and myself'. Berry also provides a clue to the contents:
The basic plot was that whilst visiting my house, Chuck was seen to assault my budgerigar, and fen to whom the one-shot was sent were asked to send copious quantities of birdseed to Chuck, as a sort of fund to build up a supply of food in case of developments.
