Tom Burke was a fan from Leeds, UK briefly active in the 1970s. He was the founding chairman of the Leeds University SF Society in 1973. According to David Pringle's diaries as published in Inca #19 (September 2021) Burke:

is just the sort of person I was hoping to find. He seems to know a lot about SF and fandom, he is a reader of Speculation, he has quite a forceful personality, and he seems to be willing to help run the society.

He was part of the Society group that attended Beyond This Horizon in Sunderland in October 1973.

Burke resigned in January 1974 to be replaced by Steve Sexton about whom Pringle could recall nothing except his name.
