C. Baker was a UK fan from Buckinghamshire active in the 1940s. He was a member of the British Fantasy Society. D. R. Smith writing in the British Fantasy Society Bulletin #7 said that Baker and G. H. Brewer were:

the first fruits of the Society's advertisement in the British Esperantist. We have hopes of a good crop.

It seems Smith was optimistic.
