It is unknown if Buffalo, NY, made a presentation at the SFCon Business Meeting in 1954, but as late August 1954, just a month before the Worldcon, Don Donnell wrote an article (see Abstract #8 p75) which the editor, Peter Vorzimer characterized as "Vote for Buffalo propaganda."

Whatever the case, Cleveland in '55 won. See 1955 Worldcon Site Selection.
