Phyllis Ann Karr is an author of fantasy, romances, mysteries, and non-fiction who is best known for her "Frostflower and Thorn" series of stories. She was born Phyllis Ann Karmilowicz in Oakland, California. She later shortened her name to Karr, under which name she writes.

She married Clifton Hoyt on June 2, 1990. Hoyt died November 4, 2005.

With Jessica Amanda Salmonson, Karr edited the fanzine The Literary Magazine of Fantasy and Terror in the 1970s.
