The 2023 Hugo Awards, for works disseminated in 2022, were selected by members of the World Science Fiction Society during 2023 and presented at Chengdu Worldcon, the 81st Worldcon, on Sunday October 21. The concom's Hugo administrators were Dave McCarty (Head), Ben Yalow, Ann Marie Rudolph, Diane Lacey, Shi Chen, Zhenyu Jiang, Joe Yao, Tina Wang, Dongsheng Guo, Bo Pang.

1,847 valid nominating ballots (1843 electronic and 4 paper) were received and counted from members of Chengdu and Chicon 8, the 2022 Worldcon.

The detailed statistics of the nominations were released only on January 20, 2024, the last possible date per WSFS Constitution deadline, and immediately All Fandom Was Plunged Into War (after growing suspicions and dissatisfaction since the Worldcon) due to irregularities in the data, which also declared several potential nominees ineligible with a vague reference to "the rules we must follow," which some claim refers to censorship in China. As of January 22, none of the Chengdu concom, either in China or elsewhere, has confirmed that or otherwise commented on the controversy.
