Phyllis Ann Karr, an author of fantasy, romances, mysteries, and non-fiction, is best known for her "Frostflower and Thorn" series of stories. She was born Phyllis Ann Karmilowicz in Oakland, CA. She later shortened her name to Karr, under which name she writes. She also used the pennames Frances Lauren and Gregory Remington.

She is not the same person as the Phyllis Karr who writes fantasy as Irene Radford.

With Jessica Amanda Salmonson, Karr edited the fanzine The Literary Magazine of Fantasy and Terror in the 1970s.

Karr married Clifton Hoyt (d. 2005) on June 2, 1990.
