A Supporting Member of a convention is someone who pays to be a member, but with no right to attend the convention.
For Worldcon, the only difference between the rights of a Supporting member and an attending member, is that the latter has the right to attend the convention. A Supporting member gets all of the convention publications, gets to vote for the Hugos and in site selection. Normally, a Supporting member can upgrade to attending member by paying the current difference between the two membership fees.
Supporting members in Worldcon are typically around $50. Attending memberships start around $100 and end at over $200 at-the-door.
Fans buy Supporting memberships in Worldcon because they want to vote and because they want to support Worldcon.
