Frank Simpson was a UK fan from Middleton near Manchester active in the 1950s. He was a member and librarian of the Nor'west Science Fantasy Club, a member of the Manchester Circle, and a founder member of the British Science Fiction Association (BSFA).

Simpson had attended the NECON in 1951 and was on the committee of Mancon in 1952 where he gave a talk on 'Alien Life Forms' and presented a play, '1966 And All That'. He was also on the committee of Supermancon in 1954 and attended at least Cytricon I and Cytricon IV in 1955 and 1958 respectively, and at the latter was present for the discussion that led to the BSFA's formation.
