Indexer Alistair Durie says "This issue was never circulated, as you can read in Phil Stephen-Paynes comments in the FictionMagsIndex.  The ToC there was based on an Ebay listing. I have a photocopy of the proposed ToC which is headed up "Tesseract combined with The Planeteer".  This merger isn't mentioned in the next issue of Tesseract which came out in November 1936. What I can add to Phil S-Ps entry is that the cover was by Morris Dollens Jnr. and Blish also intended to publish two other stories "Napoleon of Space" by [[J. Harvey Haggard]] and "The Thousandth Raid" by [[William J. Sykora]].

A fanzine edited by (a very young!) James Blish in East Orange, NJ, which ran from 1935 through 1939. Nearly all of the issues included a story by Blish. (The last issue was edited by James V. Taurasi.) There was a reprint in 1971 in Canticles from Labowitz #7.
