(Are you looking for the 1998 Westercon?)
A convention in Montreal.
It was first held in 1989 when it was sponsored by a local club, MonSFFA, and MonSFFA ran it through 1992 when it became an independent convention (though with many MonSFFA members working on it.) From 1996 through 1999 it was run jointly with Boréal; in 2000 it was cancelled while Boréal was still held. Then MonSFFA revived the event, and ran it as a one-day minicon from 2001 through 2003, after which it was turned over to a new, independent parent, ConCept SF&F Inc..
It was cancelled in 2012, and ConCept SF&F Inc. plans to shut down.
