The British Fantasy Library Handbook was (probably) a one-shot publication produced by Ron Holmes for the British Fantasy Library (BFL). It's not dated but the British Fanzine Bibliography says Winter 1947 and it ran to 16 half-foolscap pages. It's possible there were earlier or later editions as well.
