(1) A Choice on a Ballot[edit]
Under the Hugo rules, "No Award" is always a choice on the final ballot and, if No Award comes in first or if more people prefer No Award to the putative first place winner, then No Award wins and no Hugo is awarded in that category that year.
No Award has won five times prior to 2000, another five times in 2015, and at least twice since:
- Best SF or Fantasy Movie Hugo
- Best New Author of 1958 Hugo
- Best Dramatic Presentation Hugo
- Best Dramatic Presentation Hugo
- Best Dramatic Presentation Hugo
- 2015 Best Novella Hugo
- 2015 Best Short Story Hugo
- 2015 Best Related Work Hugo
- 2015 Best Editor, Short Form Hugo
- 2015 Best Editor, Long Form Hugo
- 2016 Best Related Work Hugo
- 2016 Best Fancast Hugo
For Worldcon Site Selection, if No Award wins, the site selection decision is thrown to the WSFS Business Meeting and --all hell breaks loose-- the BM is responsible for selecting the site.
