The Best Interior Illustrator Hugo category was a one-time category, awarded only in 1953 at Philcon II, the first year the Hugos were awarded. It was replaced in 1955 (the next year the Hugos were awarded) with Best Professional Artist (which also consolidated the Best Cover Artist Hugo.) Best Professional Artist has survived, and consequently was also awarded for the 1954 Retro Hugo Awards and the 1951 Retro Hugo Awards.

Note that this was not the Best Original Artwork Hugo which was awarded during the early 90s for a single piece, but a body-of-work award.
