Frederick William Clarke was the brother of Arthur C. Clarke, and often stood in for him after Arthur moved to Sri Lanka. His brother's staunchest supporter, he wrote the biography Arthur C. Clarke: A Life Remembered, which includes much history of 1930s and '40s UK fandom. He attended the London SF Con in 1952 with his wife to accept his brother's International Fantasy Award.

Clarke was a Fellow of the British Interplanetary Society and the founder of the Clarke family imprint Rocket Publishing. He was a regular attendee at the presentations of the Arthur C. Clarke Award.
