Possibly a hoax bid, but also possibly a hoax hoax bid (an ad or flyer purporting to be for a hoax bid) for the north woods. The latter seems most likely since the artist (Skip Olson?) for this flyer was the same as for the Gulag in '84 hoax bid which was also not heard from again.
