Necon 23 was a convention held in 2003 at Roger Williams University in Bristol, RI. The GoHs were T. M. Wright, Elizabeth Hand, Richard Chizmar, and Omar Rayyan. The toastmaster was James Moore, the Roastee was Elizabeth Monteleone, the Necon Legend was Gahan Wilson, and it was chaired by Dan Booth.
