The phrase "their equivalent in other media" appear in the definitions of the Best Editor, Short Form, Best Semiprozine, and Best Fanzine Hugo categories, but are completely unspecified in the Hugo rules.
The criteria for both categories involve the concept of "issues" of a prozine or fanzine, requiring multiple issues to have been published before a fanzine is eligible for Best Fanzine, etc. Based on the debate which added these words to the constitution, these words were intended to make it clear that publications appearing in other media (such as most electronic media) which did not have explicit issues, but had something equivalent, were still eligible for the award.
