Lunacon 28 was held March 15-17, 1985 at the Sheraton Inn at La Guardia, NY (a rather dreadful location). The GoHs were Gordon R. Dickson, Don Maitz, and Curt Clemmer. It had a 1100 member limit. {Did it meet it?} It was chaired by Teresa Minambres.
This convention resulted in reports of the Lunarians (the sponsoring club) filing a civil suit against that convention's chairman to recover the con's records. See File 770 57, p. 2.
