The F. and S. F. Book Co. (also known as the SF&F Book Service) was a mail-order SF book specialist run by Dick Witter on Staten Island, NY from the early 50s (it appears in Book Dealers in North America 1956-57) until the 80s. It issued very detailed catalogs covering its huge stock.
During much of that period it was a major source of SF books for many fans (worldwide -- F. and S. F. Book Co. supplied Merv Binns' bookstore, Space Age Books in Melbourne) who did not have a local specialty store.
It appears to have had an appointment-only store. dealing mainly in mail-order.
Sometime in the late 80s or early 90s, a new owner took over and F. and S. F. Book Co. imploded.
