(1947 -- )

A British-born American fan and fan historian best known for creating and maintaining eFanzines.com since December 2000, the website on which most electronic fanzines are published today. He found fandom in Britain in 1964, when he became a member of the Delta SF Film Group, and has attended every Eastercon since 1965. He was one of the founders of the Leeds University Science Fiction Group in 1966. He was on several Eastercon committees in the late 60s and early 70s (SCI-CON 70, Thirdmancon, and Chessmancon.)

Burns worked at the BBC. In 1970, he met American fan Mary Ensley in London, where she was en route to the Heicon. Bill decided it would be a good idea to attend the Worldcon, and after the couple spent time together at Heidelberg, a long-distance relationship ensued. Bill moved to New York in June 1971 and the pair were married in late August, so they naturally spent part of their honeymoon at the Noreascon 1. They visit the UK for Eastercon every year.[1]
