Site selection for the 1965 Worldcon was held at Pacificon II in 1964. London was running unopposed so the Pacificon committee asked Robert Silverberg to create and present a hoax bid which he did, for the VirginVention, to be held at Caneel Bay, Lawrence Rockefeller's fantastically expensive hotel on St. John, Virgin Islands. He described the natives doing sterility dances at the beach, etc.
When the vote was held, to the horror of the LonCon committee (and Silverberg), practically every hand went up for the VirginVention. (These were the days when site selection was done at-con as part of the main (and only) program.) Silverberg called for a recount. Loncon II won.
